Conflict Prevention

Anticipating Risks. Preventing Crises. HIPS works to prevent conflict before it escalates by strengthening early warning systems, supporting mediation efforts, and promoting community-based peacebuilding initiatives. We generate timely analysis and risk assessments that help policymakers and stakeholders identify emerging threats and respond proactively. Our approach prioritizes addressing the root causes of conflict—including political exclusion, resource competition, and social tensions—rather than reacting to crises after they occur.

Governance

Building Strong, Accountable Institutions Effective governance is central to sustainable peace and development. HIPS works to strengthen governance systems by supporting policy reforms, enhancing institutional capacity, and promoting transparency and accountability. We collaborate with governments and public institutions to design and implement policies that foster trust, inclusivity, and resilience.

Countering Violent Extremism (CVE)

Addressing Root Causes. Strengthening Resilience. HIPS takes a comprehensive approach to countering violent extremism by focusing on prevention, resilience-building, and community engagement. We analyze the social, economic, and political drivers of radicalization and work with stakeholders to design interventions that reduce vulnerability and strengthen social cohesion.

Regional Cooperation

Advancing Collective Solutions to Shared Challenges Many of the region’s security challenges are transnational and require coordinated responses. HIPS promotes regional cooperation by facilitating dialogue, supporting policy harmonization, and strengthening cross-border collaboration. We act as a bridge between countries, institutions, and stakeholders to foster shared understanding and collective action.

Climate Security

Linking Environment, Conflict, and Stability Climate change is increasingly shaping security dynamics in the Horn of Africa. HIPS examines the intersection of climate, migration, and conflict to inform policies that enhance resilience and reduce risk. We focus on how environmental stressors—such as drought, resource scarcity, and displacement—affect stability and livelihoods.
