The Horn Institute for Peace and Security (HIPS) is a dynamic and forward-looking policy research organization that operates at the critical intersection of research, policy, and practice. Recognizing the complex and evolving nature of peace and security challenges in the Horn of Africa, the institute is strategically positioned to generate knowledge that not only informs policy but also drives practical and sustainable solutions on the ground.
HIPS distinguishes itself through its ability to translate rigorous academic research into actionable policy insights, ensuring that evidence informs decision-making processes at national, regional, and international levels. The institute undertakes in-depth studies, policy analyses, and field-based assessments that address key issues such as conflict prevention, governance reforms, countering violent extremism, and regional cooperation.
A core strength of HIPS lies in its collaborative and multi-stakeholder approach. The institute works closely with governments, regional organizations, development partners, civil society organizations, and local communities to co-create solutions that are both context-specific and sustainable. Through strategic partnerships and continuous engagement, HIPS fosters inclusive dialogue, promotes shared understanding, and strengthens coordinated responses to regional challenges.
Furthermore, HIPS serves as a knowledge hub and convening platform, bringing together diverse actors to exchange ideas, share best practices, and develop innovative approaches to peacebuilding and security management. By bridging gaps between policy actors and practitioners, the institute ensures that its work remains relevant, impactful, and responsive to the needs of the region.
